Locks or unlocks multiple devices within a location to prevent unauthorized re-binding by others when devices are offline. When devices are locked, they cannot be claimed or bound to other accounts even if they go offline and become discoverable. This API is restricted to location owners only and provides security against device theft or unauthorized access.
